Playing in an abandoned factory, a group of children makes a terrifying finding: a severed foot of a woman. The police are baffled: is it murder? Mutilation? Perhaps only a macabre robbery from a morgue? Inspector Bernd Relach is convinced that a murder was committed, possibly the work of a crazed killer who will strike again. But since there's no body, his superiors put him on another case and forbid him to conduct a full criminal investigation. Obsessed with finding the footless victim, Bernd drags his colleague Jana into his own private search for the truth. They return to the factory buildings, where Bernd finds the remains of women's bodies. While he is inspecting the corpses, the murderer sneaks up on Jana and kills her. Known to be obsessed with the 'foot case', Bernd is now held to be the killer himself and is jailed. With the help of a young assistant, he escapes and follows the man he thinks is the killer. In a cottage harboring what is literally a museum of severed feet, they come face to face: the killer is a respected colleague from the homicide department. And Bernd, who is now a defenseless 'escaped convict', is fair game for the murderous colleague...
